[Ground-station] FCC TAC AI/ML Working Group "Safe Uses" has resumed

Greetings all,

The US Federal Communications Commission has resumed the Technological
Advisory Council. The current mandate runs through September 2023.

Open Research Institute (ORI) will be co-chairing the "Safe Uses" for AI/ML
sub-working group. Meetings start back up weekly on 11 May 2023 at 1100 US
Pacific and will run through 28 September 2023. ORI is a member of the TAC
and is represented by Michelle Thompson W5NYV.

While the "Safe Uses" sub-working group will be inviting additional
speakers, members have begun work on a draft document of specific
regulatory advice. This draft picks up from where TAC sessions paused in
December 2022.

Some of the priorities for the document are how to handle law enforcement
requests for wiretapping in a world where telecommunications is
increasingly handled by automation, how to enable dynamic spectrum
allocation in a way that does not harm services like amateur radio and
amateur satellite, and identification of approaches to dealing with
addictive and harmful online behaviors that may be worsened with AI/ML
agents.

AI/ML is an increasingly important part of the technical and regulatory
telecommunications landscape. It will dramatically alter how we use the
airwaves over time. AI/ML has proven invaluable in the configuration of
complex networks such as mobile cellular (5G) and can dramatically increase
spectrum efficiency even in extremely challenging channel environments.
