[Ground-station] Update: Rent-a-GEO

Thank you for the support. It's very appreciated.

If there's anything we can learn from the remarks for future work, that
would be helpful.

No review committee feedback has been received for any of our grant
proposals. If the review committee believes that their review comments are
being sent to applicants, then that has not been the case for ORI
proposals.

Rent-a-GEO proposal is now shelved. We should not argue with ARDC about the
decision. If it had been in the ballpark of what the ARDC board wants to
fund, and if there were questions about applicability or utility, then I
believe we would have been contacted for clarification or expansion.

We're in great shape. This isn't a critical setback.

We can do the core technology from Rent-a-GEO as a secondary goal with the
generous funding we have received (if we are efficient, lucky, frugal, and
careful, which we will be).
