[Ground-station] Now that we've heard some good news... LDPC block work needed - LDPC team alert

Just keeping everyone in the loop:

Ron reports that if we want Ubuntu 16.04 compatibility, then it has to work
with gcc 5.4. He says that specifically, std::clamp isn't available.
