[Ground-station] Interlocutor to Locutus code progress

The ARM code for the Pluto SDR that listens for #OpulentVoice frames coming
in from the radio-himan interface compiled without errors tonight and will
be tested early tomorrow morning.

If you saw us at #defcon then you may recall the modem and the human-radio
interface were demonstrated separately.

We may have things working end-to-end very soon. Microphone and keyboard to
over the air for a full uplink demonstration.
