[Ground-station] FPGA meetup notes 14 November 2023

Greetings all! Here's some notes from today's FPGA meetup.

1) There has been successful polyphase filter bank progress over the past
week, and the recommendation is to continue adding to the codebase with
demod, decode, deinterleave etc. before stitching it into the HDL Reference
Design.

2) We discussed some promising developments about the API Mismatch problem
in office hours after the recorded part of the meeting. Those details
aren't ours to announce (yet).
