[Ground-station] FCC TAC to resume

We got news that the US Federal Communications Commission will resume the
Technological Advisory Council.

Work concluded for the previous TAC with an in-person meeting in December
2022.

This resumption will have a two year term.

ORI will be invited to return. Nominations and vetting (as before) will be
required.

Thank you to all that make our contributions to regulatory work like this
possible!
