I understand the implications.  I don't want to change the encryption
rule, save for removing the current exception for telecommand of space
stations.

If we are to self-regulate, we have to be able to monitor any and all
communications.  There is no privacy and there is no expectation of
privacy, nor has there ever been.

If that means we can't handle traffic that requires encryption, then so be it.

And no, unlike many amateur licensees fervently believe, "in an
emergency, anything goes" is not actually a thing.
