[Ground-station] Proposed reorganization of Phase 4 repositories

Hi all,

You may have noticed the recent appearance of phase4radio.org. This is part
of a broader effort to make Phase 4 more accessible to newcomers, and I
wanted to collect feedback on that effort. I've distilled most of it into
this proposal, put together with input from Thomas Parry, Chelsea McMahon,
and Michelle.
