[Ground-station] Engineering Report Coming Right Up + roster updates

Greetings all!

Update your entry in the roster. I'll be making a pass later today. This
does have entries for transponder as well as ground station.

A large amount of Remote Labs equipment arrives this weekend. The remainder
should ship later this month.

We welcomed M17 as an ORI sponsored project, had the kick off meeting for
AmbaSat Inspired Sensors, started drafting the beginning of the "hello
worlds" for Remote Labs, made progress on Debris Mitigation presentation,
and more.
