[Ground-station] Fwd: OSI State of the Source

FWIW, Susan and I have known Hong Phuc and her husband Mario Behling for a
long time (and were there when they met at an LGM conference).

They are the organizers of FOSS Asia, and also organize teams for Google
summer of code, and are generally good people who have a really good
network, especially in Germany and Asia.

It might be interesting to other people to hear about some things going on
- in particular the history of ITAR, how it impacts open work, and how
we're trying to change that. It's US-centric but has global implications.
