[Ground-station] Polyphase Filter Bank - Theseus Cores

Theseus Cores has been updated for several reasons. One of them was a
channel timeout problem we noticed when we attempted to use it on the air
with a USRP.

We were able to rebuild everything (uhd, gnuradio, theseus cores, and
rfnoc), and we got another temporary license, but the image builder script
fails.

The script can't find the cores. They appear to be in the right places and
there's no change in documentation for this part.

So, kind of a frustrating end to the first day back in the lab, but I'm
hoping tomorrow we can figure out what is wrong and get the bug fixes
tested.
