[Ground-station] Weekly Report: HamSci Space Weather System Data Plane + Satellite

Here is a paper about the HamSci Space Weather System Data Plane +
Satellite. Thank you to all that have and will review it!

The purpose of the paper is to raise awareness of the metadata, sensor
fusion, and big data aspects of the HamSci Space Weather System, propose an
open source satellite component for observations from above, and to draft a
work plan, ask research questions, identify potential open source metadata
formats, and make a recommendation on database type.
