[Ground-station] Team LDPC alert - FPGA progress

Scotty Cowling (VP TAPR) has identified and begun working with an LDPC
module from Open Cores.

Goal here is to get a quality open source DVB-S2/X LDPC decode module into
FPGA (and RFNoC in GNU Radio).

This is early on in the process, but please reply and coordinate with
Scotty if you have questions, moral support, code to contribute, etc.
