[Ground-station] FCC Small-Satellite NPRM

Trying to squeeze this into my workload...

Page 10. C 18. The frequencies at 1.2 GHz (uplink-only) are missing from their list of frequencies that are used by small satellite operators (assuming they include the amateur satellites under their definition of small satellite operators.
