[Ground-station] Feedback on FCC satellite letter

I got some interesting feedback on the FCC satellite letter. Apparently
Part 97 is only concerned with the pecuniary interest of the satellite
license grantee and operators, who are individuals, *rather than the owner
of the satellite. *This makes perfect sense for the usual individual Radio
Amateur case, or I guess for an organization like AMSAT, but no sense at
all for a university experiment.

This is how they're going to game the rules, and while individuals
expressed concern, we haven't yet convinced ARRL and AMSAT that there is
any need for rule changes.
