[Ground-station] IRS and Franchise Tax Board forms mailed

Today, being, Friday the 13th seemed like a great day to mail off our
completed package, fees, and applications for 501c(3).

If all goes well, we'll hear good news in 30 days. If we need to do more
work, it will will take longer.

Thank you to everyone that has supported this effort. It means a lot.
