[Ground-station] Defense Distributed case

I don't know the Defense Distributed folks and am the wrong person to talk
with them, given my public record. I'm actually a pretty good shot on the
range, but that's separate from policy issues.

We would like to see the text of the settlement. It may be that this is
sealed, in which case we would be interested in pursuing an FOIA, and we'd
hardly be the only ones.

A verdict is much better precedent than a settlement, which is probably *why
*the government settled. However this is a settlement with the federal
government rather than a private party, and thus is going to have some
precedential value.

I don't have other interesting cases on ITAR at the moment, you can be sure
I'll bring them up as they happen.
