[Ground-station] moving away from github

I've deleted all my repositories from github that were under user 'ka9q'.

It's a long story but github has proven to be too much hassle for too
little gain, at least this time around, and for now I just don't want to
confuse anyone with stale versions.

I'm now maintaining tarballs on my personal website, which I've always
found FAR easier to manage and update. If anyone wants to mirror them,
including into a github repository of their own, I won't object. But
please provide a link to these upstream versions:

These actually contain my personal RCS archives. I can rebuild them with
just the latest versions of everything if people prefer.
