Dear Michelle,

Rakesh VU3RGP here. We had attended the Mathworks DSP/FPGA coursework and
were really looking forward to collaborating with ORI for open-source comms
work.

We are a hamily - our father Peter VU2PJP and brother Ajith VU3EMX are
active radio enthusiasts with much interest in Satcom experimentation,
having early memories of Packet Radio through MIR and DO-17 satellites, to
being the first active station from India on QO100. We have been involved
with developing SDR systems as a part of our daily work and look forward to
being part of developing a bird for Amateur Satcom.

ISRO recently have been giving thrust for private space activity in our
country and have floated an autonomous agency InSpace for providing
guidance to Academics/Startups interested in the Space sector. They have
recently announced this opportunity for hosting experimental payloads on
the spent fourth stage of the PSLV launch vehicle called PSLV Orbital
Experimentation Module (POEM). I have attached the details herewith. The
platform will be 3-axis stabilized for a few days and will be available
non-stabilized for a few months - as per InSpace document attached.  The
date for submission of proposals is Aug 25th 2023. The potential
opportunities can come either in Nov 2023 or June 2024.

We were thinking about building an experimental SSTV system with a camera
capturing live images and transmitting on VHF/UHF bands. Regular APRS
digipeating <https://www.isro.gov.in/media_isro/pdf/PSLV_C45_Launch_Kit.pdf>system
was previously experimented on POEM by AMSAT India during the PSLV-C45
mission. Such an SSTV experiment would be interesting to the overall
amateur radio community since we get to see the regular interest in
periodic MAI/ARISS transmissions. We have also been following the
developments with the DVB-FPGA project and happened to wonder whether it
could also be considered as another potential experiment to be part of this
payload. Recent work from Evariste F5OEO for running DVB-FPGA on PlutoSDR
could perhaps be adopted for such a work - either with a live camera input
or stored playback from memory. This could indeed serve as a mission
readiness validation for the humongous work ORI has been doing with DVB
implementation.

Kindly let us know your thoughts on the same. If there are parameters that
need more clarification, kindly let us know so that we can take it up with
our contacts at InSpace.
