[Board] Fwd: LNA proposal

The proposal itself looks really good. The costs for labor and materials
look reasonable, and the goals are clear.
I would have liked to have seen a more specific description of how the
experimental results will be delivered, but I also know that in this sort
of work, it's assumed to be in papers describing the work.
Beyond the proposal itself, this is really a perfect fit for ORI in terms
of research and just as important, the capabilities of the people
performing it and their facility.
In terms of a network building experience for ARI, it would be fantastic.
