[Board] Fwd: LNA proposal

We've been asked to review and provide feedback for the below proposal.

ASTROBi wants to work with us on communications.

Initial phone calls were good and this work supports a mission that is the
second-priority item in the decadal NASA study.

Please read over and let me know what needs improvement or what's "done
good."

I hope all is well. I'm forwarding the final cryo-LNA proposal that I
mentioned was coming. The array proposal is probably a couple of weeks out.
