[Ribbit-Developers] PWA Redeployed

After an awesome conversation with Pierre, I've made a changes to the PWA
and redeployed with the name ribbit-pwa-test.

The home page now tells some about the technology and how to test that
their browser/device will work with the PWA.

If someone goes to the old site https://rattlegram.k0ozk.com/, they'll be
given the new locations.
