[Ground-station] MDT SIC updates for tomorrow's FPGA meetup

Big update for AMSAT-UK MDT SIC. This design still has some bugs, but can
be reviewed here:

README.md files in the RTL and SIM directories go into detail about the
VHDL and the testbenches.

The python model now outputs (properly) a hex file with the prototype
filter for MDT. It will also output the larger Haifuraiya polyphase filter
bank coefficients as well, but we're going to test and implement with MDT
first as a pilot for Haifuraiya.

We'll talk about all of this at tomorrow (Tuesday 1000 US Pacific) zoom
meeting, which will be recorded if you all cannot make it. If all goes
exceedingly well, I should have some simulation results for David and
Martin, and if not by tomorrow, then in the next few days.

We also have updates for OpenCPI Haifuraiya work, Opulent Voice, Artemis2
(AJ6HO, DSES), and more.
