[Ground-station] Inner Circle Winter 2024 - call for participation

Greetings all!

Looking for anyone that has something to share in our Inner Circle
Newsletter. We're putting together our "winter" issue to go out no earlier
than very late November. Technical, Regulatory, Social - pretty much
anything that touches our work or that our subscriber base would be
interested in. We have over 2000 folks on that list now, and the feedback
has been very positive.

Idea for a puzzle, quiz, CTF challenge? Interesting design from the past
that you think deserves a second look? War story from troubleshooting a
project? Something that a friendly related organization is doing? Bring it
on :D
