[Ground-station] Good news - ORI on FCC TAC for 2024-2025

Good news,

ORI will represent open source digital radio interests on the US FCC
Technological Advisory Council for 2024-2025.

We have to select working groups (at least one) and work the meetings into
our schedule.

Thank you to everyone helping ORI fully participate in the regulatory
process and represent open source. This includes amateur radio interests
and concerns.
