[Ground-station] Open Cars initiative

Greetings all!

Pierre W4CKX will be coordinating our Open Cars initiative.

Some of you may remember that this was part of ORI's original project
lineup. This project has been revived and reconstituted.

There is specific technical work that has been proposed. Prototype hardware
needs to be built, it's highly likely that there will be some regulatory
work required. Expect papers, presentations, and documentation.

If you're interested in the intersection of Open Source and the Automotive
industry (yes, wireless communications is integral to this project), then
please consider joining our #open_cars Slack channel.
