If you haven't had a chance to read the comments we filed with the FCC
about non-federal spectrum usage, then they can be found below. The ORI
website update (linked below) includes the direct link to the PDF at the
FCC, as well as the text.
Thank you to everyone that participated in this effort! We could not do
this sort of work without you all. A special thank you to the ORI board for
the support and direction.
We cited the amateur radio FT8 mode, WSJT-X, Grid Tracker, SatNOGS, Dr.
Estevez's MAIA SDR software, Analog Devices PLUTO hardware, the RTL-SDR,
Web SDRs, and more to illustrate how non-commercial hardware and
software can address fundamentally important questions at the United States
FCC.

I'll be an invited speaker about this exact issue, and more, at an upcoming
IEEE USA CHIPS act event in San Diego, CA. I'll be including amateur radio
in the presentation. Expect a review copy of the slides to be posted to the
ORI mailing list shortly. The event is 3 November 2023, at Qualcomm
Incorporated.
If you have constructive input, please get in touch.
