[Ground-station] Meeting with CubeSat team at University of Victoria: slide readout

Thank you to everyone that supported this meeting. It would not have been
successful without your prompt response and input.

Here's a readout report (slide deck format) of what was presented and
discussed.

ORI offered direct support of the goals of the team. The goals include open
sourcing a DVB-S2 based design targeting FPGA. This is of course something
we are very interested in seeing happen. We addressed some regulatory
concerns and we provided documentation about our regulatory relief
achievements (ITAR/EAR).

We also shared our technical documents with the team. They were already
aware of the DVB-S2 encoder work.

I have confidence in the direction of their design and in the capabilities
of the leadership. Stay tuned for more - there are very good things going
on in Canada.
