[Ground-station] Opulent Voice article in next QEX

An Opulent Voice article will be in the next issue of QEX magazine from
ARRL.

It's been a year since it was submitted. We are very grateful for the
opportunity to publish innovative open source  digital radio work for
amateur radio in a magazine like QEX.

It would be wonderful if we could figure out a way to reduce the latency in
publishing articles with QEX.

All of the information and source code and design files are of course
available to anyone for free from our website and repository, but getting
the word out has been very challenging in traditional amateur publications.
Since the article was submitted, there's been significant progress.
