[Ground-station] IWRC2023 - Slack channel started and a link to the IEEE home page for the event

Google sheet has been started for organizing the trip. It is pinned in the
slack channel #iwrc2023

Housing obtained - the newly renovated Historic Mills-Davis house, built in
1878.
*Double bed + bath is still open, get in touch to claim
*Sofa bed in the living room is still open, get in touch to claim

We'll have it 11-18 September 2023. This will give us some time to meet up,
network, and get work done for Remote Labs South.
