[Ground-station] Name Change for GitHub projects

As mentioned in the February Inner Circle newsletter, we are:

1) Updating the name of Phase4Ground GitHub project to Open Research
Institute.

2) Updating the name of Phase4Space to Haifuraiya.

Repository access and repository names should not be affected. We are
changing the name of the organization in GitHub to better represent the
scope of the work that we do.

Some project webpages will require edits.

Thank you to those proposing changes like this. It helps us to improve how
we present our work online.
