[Ground-station] Neptune weekly meetups - starting January 2024

Greetings all!

Neptune project will have weekly meetups starting in January 2024. These
will be on Zoom, Wednesdays, at 0700 US Pacific.

This is an OFDM based open protocol for drone data communications.
