[Ground-station] Theses Cores adaptation team kickoff

Greetings all!

The uplink receiver is looking to adapt Theseus Cores for the HDL design,
and that effort kicks off tomorrow.

Updates and possibly a quick meetup will be posted tomorrow. Check in on
