[Ground-station] Link budgets, Doppler simulation, and type of MFSK - *Office Hours Monday

Rounding out this week is link budget work for our uplink, Dopper
simulations, and a focus on the type of minimum frequency shift keying we
are going to require.

We can have a 4-ary FSK spacing equal to the symbol rate and use
noncoherent demodulation - or we can pull the spacing in to half the symbol
rate and require coherent demodulation.

Symbol rate is currently 18,700 Hz and will likely rise with the addition
of RTP, UDP and IP protocol headers to the existing physical layer header
for OPUS frames.

Goal is 100 kHz uplink channels, but I think many of you can see the
challenge here.

Thank you to the Haifuraiya propulsion team for narrowing down the numbers
enough to start creating useful simulations and the transponder team for
all the hard work on the uplink protocol.
