[Ground-station] Have experience with filing an STA?

Do you have recent experience with an STA? We have a project here at ORI
that might need one and they would appreciate a review and constructive
feedback.

The team is using previous work and successful STA grants like the recent
ARRL STAs for Hurricane Ian as a model, but what we're up to with this one
is a suborbital sounding rocket mission with LoRa on 70 cm.

This is from the AmbaSat Respin team and is a scheduled launch.
