[Ground-station] Power Systems for Haifuraiya

Moving forward with power systems design so we can get some reasonable
limits on the power budget. We're looking to use the power analysis tool
from Libre Space. We'll attempt to adapt the designs from UPSat (hardware
and software, from GitLab).
