[Ground-station] Today's FPGA Standup + Remote Lab South meetup

In about an hour we'll have the weekly FPGA standup. We'll take check ins
for work with putting the encoder on the air, but we expect that to be very
brief because there's a parallel debug session going on.

So - I'll give a brief update on what we're doing to make the zc706
repository very easy to use (submodules), next steps for IP (polyphase
channelizer and polar codes), call for any other work, then have a Remote
Labs South meetup about FDA grant proposal work, getting the lab equipment
delivered cross-country, and putting the Ultrascale dev board "on the air"
in collaboration with Universities starting their fall semesters.
