[Ground-station] Talks for next year (DEFCON 31) at Aerospace Village

We've been asked to please consider speaking at Aerospace Village next year
at DEFCON 31. I provisionally accepted this offer and we should look for an
invitation to submit a talk sometime around March 2023.

Odds are good we'll have plenty to talk about by then, so when the time
comes please consider volunteering to present! Villages are a great way to
participate at DEFCON.
