[Ground-station] First Phase4 Technical Steering Committee Meeting - 2nd October

We will meet quarterly to define the technical direction of the Phase4
development for the coming months.

We will review the project segments (ie. FPGA work, hardware design,
mission analysis etc.) to ensure there is sufficient common agreement
around the direction, architecture and objectives while highlighting any
constraints. We will always be mindful of aligning with the ultimate
objective of placing our system into orbit.

There are two primary goals:

   1. Ensure sufficient architectural clarity for daily development work
   2. Ensure the technical roadmap is clearly defined into sub-projects and
   communicated with the wider community. In particular, we will aim for
   concise definitions of development steps that interested members (or
   prospective members) can get involved in.

All are welcome and encouraged to join the discussion.

The meeting will be recorded and made available for those not able to
attend.
