[Ground-station] AmbaSat re-spin - bounty or pact as a solution?

Goal: redesign the AmbaSat board to operate legally, in the 70cm ham band,
using LoRa.

Problem: The AmbaSat grant assumed students would be working on the
project. No students have been recruited by the Primary Investigator. The
professional volunteer is working on a 10 GHz beacon to go on the sensor
connector. This will not consume the grant. The sensor design part of the
project is going well, but the lack of students means no main board
re-design has happened, and no collection of sensors (beyond the 10GHz
beacon) has been designed.

Proposed Solution: establish a bounty or a pact, possibly through
https://www.bountysource.com/ that sets out the goal and pays for work out
of the balance of the grant.

Out of $4200 awarded, $3,950.61 remains unspent.

Comments and discussion on this welcome and appreciated. Alternatives to
LoRa included as a point of discussion.
