[Ground-station] "Minimum Viable Product" presentation and document work

Greetings all!

We are writing a document that will be the basis for presentations for US
FCC regulators, and others. The goal of these meetings is to make a
positive presentation about how the Amateur Radio Satellite Service is
doing and how it can thrive under the Debris Mitigation rules rapidly
coming our way.

The document defines and justifies a minimum viable product for a
sustainable Amateur Radio Satellite Service. It lays out ways for safe,
sane, and legal international cooperation through open source carve-outs in
US regulatory law.

We are presenting the minimum viable product, or "lowest common
denominator", that is required for a sustainable Amateur Radio Satellite
Service. This is a lower bound, not an upper bound. Builders should aim for
at least what this document describes in order to maintain the existence of
our Service.

This document will establish the costs of a sustainable Amateur Radio
Satellite Service system and therefore give a bound for the required
ongoing fundraising for sustaining the system. Cost analysis has begun.

Technical proposals for innovative Debris Mitigation need to be included.

Those with an interest in the Amateur Radio Satellite Service are invited
to participate with Open Research Institute on this document and
presentation. The expectations from participants are of cooperation,
collaboration, and mutual support through an open source and open process
approach.
