Douglas can't make the call and wants to talk about telemetry, so let's
take it on!

Attached is the current draft of the system architecture document for
Gateway (and P4DX).

Telemetry views start at the very bottom of page 17 (will fix that break).

I think we should plan for telemetry being both a separate signal and also
interleaved with the digital downlink.

I don't know what things are going to be measured. There are assumptions in
the document (temperature, voltage, current, power, channel assignments,
operators active, metadata for operator activity, SNR).

For a separate signal (Gateway has a 435MHz transceiver) we should talk
about what that signal should look like.

If we had to handle our own stationkeeping or propulsion, what would that
require.
