[Ground-station] Google Summer of Code - applying to be a mentor

We (ORI:Phase4) are looking at applying for Google Summer of Code (
https://summerofcode.withgoogle.com/). This would mean we would mentor a
student, at least once a week, coordinating their efforts.

This is a time commitment, but we have plenty of really great options for
students to work on.

In order to apply, I need volunteers that can commit to working with
students. The deadline is 5 February 2020. If you can help with this, let
me know ASAP.
