[Ground-station] Commodity Jurisdiction - update

Met with ITAR/EAR lawyers today and sorted out the software category
definitions (part 9) for the CJ request. Wow there’s a lot of mechanism to
sort through!

Words don’t always mean what you think they mean, etc. Draft goes back to
lawyers later today.

Next set of work has to do with the attachments and the letters of support
from a variety of organizations. Thank you to those that have responded
about this, it's deeply appreciated!

We are well on the way to being able to apply.
