[Ground-station] Google Summer of Code application completed and submitted

Advocacy and speaking up for the right way forward is legitimate work that
should be recognized. "Most of the work" would never have happened without
some loudness and/or leadership.

Why don't I add whoever else's name is involved to the list, instead of
deleting the name of the person that (arguably) got it to where it is today?
