[Ground-station] LoRa on our GEO sat ?

These LoRa modules can be bought on Amazon.
$12
Some are in the unlicensed RF spectrum.
So, do kids who fly Pico balloons with them, need commercial licenses, or ham licenses, 
or no licenses ?
