[Ground-station] Software Defined Radio Testbed - feedback desired

As part of SDR Makerspace activities, we will be building a Software
Defined Radio testbed. The testbed will allow users to upload code + input
data for running experiments on real SDR hardware and give quick feedback
to developers (aka Hardware In the Loop). The experiments include setting
up an environment, running test suites and getting back the results.
