[Ground-station] Polyphase channelizer - FPGA code (verilog) update

"Hey there @w5nyv just wanted to mention that Phil and I have managed to
release the open source FPGA polyphase channelizer in our new project,
Theseus Cores. There's an open source implementation of the channelizer in
verilog, and also Rfnoc hooks (fpga + software) since it's a convenient way
to deploy. If anyone has other fpga code in any format (verilog, vhdl, hls,
whatever), I'd be happy to chat about including it in the project!"
