Not sure about the legal requirements on the higher than 430 MHZ bands. But...
The ADALM Pluto is used to generate SDR signals for the QO-100 GEO Satelite in Europe on the 2.4 GHz uplink.
These units are designed for E engineering students as practical lab units.
Inexpensive and very capable when run in line with a LNA.
Available from Mouser, etc. 
Worth researching.
