[Ground-station] SBIR/STTR Phase 1 Solicitation - update

We (ORI) were asked to pay attention and consider the SBIR/STTR Phase 1
Solicitation from NASA for 2019.

As Ron Economos pointed out, this is for commercial enterprises. We are a
non-profit.

So I asked why. I eventually got an answer. The point of encouraging us is
reproduced below.

"So that you could partner up with and provide expertise to up and coming
companies, get exposure, and possibly raise your profile"
